The members of the Governing Council shall, as far as possible, have the following qualifications namely:-
Be not less than thirty-five years of age; and
Possess a minimum qualification of Professional or Academic Doctorate Degree from any University; or
Persons of ability, integrity and standing and have adequate knowledge and experience of at least ten years relating to Business, law and order, economics, law, commerce, accountancy, medical, technical or other education, agriculture, industry, environment protection, human rights & duties, public affairs or administration or any other public utility services; and
Shall have good communication skills.
A person shall be disqualified for nomination and continuation as a member, if he-
Has been convicted and sentenced to imprisonment for an offence which, in the opinion of the Board, involves moral turpitude; or
Is an un-discharged insolvent; or
Is of unsound mind and stands so declared by a competent court; or
Has, in the opinion of the Board, such financial or other interest as is likely to affect prejudicially the discharge by him of his functions as a member; or
In the opinion of the Board, has been involved in disturbing feats; or
Holds the office of office bearer of any Trade Union/NPO/Trust/Society or active member of any political party at any time during the past fifteen years; or
Has such other disqualifications as may be prescribed by the Board from time to time.
Rider: The Citizen Force may, at its discretion, relax the disqualification in sub-clause (f) in respect of NPO/Trust/Society on verification of required information with regard to such NPO/Trust/Society to which the applicant belongs.
Subject to availability of funds and other statutory limitations applicable to the Citizen Force and prior approval of Board and as prescribed,
The members of the Governing and Executive Councils, who are entrusted with specific responsibilities/services (not being services of a kind which are required to be rendered by Saviours) viz., advise, evaluate, formulate the proposals for implementing the objects/projects/programs of the Citizen Force and/or to execute such objects/projects/programs are entitled for the payment of reasonable professional fees and other charges/expenses;
The members of all the Councils including the Chapters are entitled for the reimbursement of reasonable out-of-pocket expenses incurred by them in attending the activities of Citizen Force.
No member of any Council shall be appointed to any office under the Citizen Force which is remunerated by salary or wages.
That nothing in these clauses shall prevent the payment by Citizen Force in good faith of reasonable and proper remuneration and/or reimbursement of expenses to any Saviours of Citizen Force in return for any services (not being services of a kind which are required to be rendered by Saviours) actually rendered to the Citizen Force.
